NDDOT Hiring Salary:  $6,740 / month

This position is eligible for a hybrid work schedule from Bismarck, North Dakota with 3 days in the office per week required.

Summary of Work
At the North Dakota Department of Transportation (NDDOT), we owe our success to our Team and processes. As an Archeologist II in our Environmental & Transportation Services Division, you will be responsible for Material Source Certificate of Approvals (COAs), Section 106 Professional Expertise, Tribal Consultation, Historic Bridge Inventory/Website, and Represent the Department on Cultural Resource Issues. 

The primary role for this position will be implementation of the Material Source Certificate of Approval (COA) program.  The ideal person for this position will be a problem solver with excellent communication skills and attention to detail with previous experience in evaluation of cultural resources with material source locations and use of GIS software. 

Primary duties associated with this position are as follows:

Material Source Certificate of Approval (COA)

  • Implement the Certificate of Approval (COA) process for material source approval requests; both state optioned sources and contractor located sources.
  • Maintain database of material source locations, COAs, and environmental resources (wetlands, trees, threatened and endangered species)
  • Use of GIS technology in maintaining information on material source locations and environmental resources, including the Material Source Interactive Map.
  • Coordinate material source locations with the US Fish and Wildlife Service (USFWS) relative to wetland easements and threatened and endangered species.

Professional Technical Expertise

  • Interpret and implement cultural resource laws and regulations in relation to programs and projects.
  • Provide input on cultural resource issues affecting design, technical, and field problems related to engineering projects.
  • Prepare and present to NDDOT employees on important cultural resource issues.
  • Manage project cultural resource compliance.
  • Prepare or review documentation on federal undertakings.
  • Plan for and conduct or review identification of Historic Properties.
  • Plan, develop and/or review scopes of work for archaeological testing and mitigation.
  • Assess effects to Historic Properties.

Represent the Department on Cultural Resource Issues

  • Consult with the ND State Historic Preservation Office, Tribal Historic Preservation Office, and other applicable agencies relative to the National Historic Preservation Act (NHPA).
  • Provide public education presentations on cultural resources.
  • Consult with city, county, and federal employees/officials, engineering firms, and archaeological contractors and other stakeholders regarding cultural resource issues on federal transportation projects.
  • Assist in conferring with FHWA on compliance issues.

Tribal Consultation

  • Implement, conduct, and represent the NDDOT for the Tribal Consultation Committee (TCC).
  • Consult with Native American tribes relative to the National Historic Preservation Act (NHPA).
  • Work to identify tribes with an interest in cultural resources in North Dakota.
  • Work to formalize agreements with tribes on consultation issues.
  • Coordinate consultation with Federal Highway Administration.

Historic Bridge Inventory/Website

  • Implement the NDDOT Historic Bridge Inventory and Website.
  • Ensure bridge information and reports are current, accurate, and properly stored within inventory.
  • Maintain and update the Historic Bridge Website.
  • Review and coordinate Historic Bridge information with other Divisions and Agencies.

Minimum Qualifications

  • Master’s degree in archaeology, anthropology, or closely related field plus:
  • Two years of full-time experience or equivalent specialized training in archaeological research, administration, or management.
  • One year of supervised field and analytic experience in general North American archaeology.
  • Demonstrated ability to carry research to completion, usually documented through the completion of reports of such work.
  • Requires a class D driver’s license for travel to meetings and project locations.
  • Excellent communication skills, speaking and written, attention to detail, and ability to multitask and prioritize workload.
  • Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment.
