Job Description:Salary Range: $62,880-$78,627Posting Expires: January 27, 2025General Description and Classification StandardsThe Vehicle for Hire Supervisor is responsible for supervising and participating in the field enforcement of the City of Atlanta ordinances relating to operations of vehicles for hire. Duties at this level include, but are not limited to: supervising and training assigned personnel; reviewing reports, forms and citations for sound enforcement practices and accuracy; conducting inspections and checking for permits, licenses and inspection stickers; investigating customer complaints, preparing evidence; testifying at hearings; and maintaining and updating records for proper documentation. This is a team lead or “foreman” level position with a formally designated team of skilled employees, either in one or multiple skilled specialties.Supervision ReceivedDirection received is very general and focuses on end results and is typically collaborative in nature. Makes decisions on technical issues, diagnoses, or procedures in collaboration with other supervisors or managers.Responsibilities:Essential Duties & ResponsibilitiesThese are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Supervises, directs and evaluates assigned staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals. Directs and administers work assignments of subordinate personnel engaged in vehicle for hire inspection and ordinance enforcement activities within the Police department; reviews and approves personal leave, sick days and vacation. Enforces all City and state codes, ordinances, laws and regulations to ensure safe vehicle for hire operations. Organizes, prioritizes and distributes work and shift assignments to subordinates; works to meet the goals and objectives of the department. Plans and prepares for and ensures that administrative hearing cases to be presented meet evidential standards; organizes evidence for hearing. Inventories supplies and equipment; orders and maintains sufficient amount to ensure adequate units are available to perform daily tasks. Reviews and/or approves various reports, forms and requests, files and records including citations, offence reports, complaint forms, training, payroll and personnel documents, etc. Notifies subordinates of work and hearing schedules. Presents impact analysis to superiors in policy development meetings. Responds to questions, complaints and requests for information by telephone, in person and by mail from visitors, vehicle for hire operators, customers, companies, the general public, employees, superiors, etc. Communicates effectively and coherently over law enforcement and police radio channels initiating and responding to radio communications. Answers the telephone; provides information, advice and guidance; may take and relay messages and/or directs calls to appropriate personnel; returns calls as necessary.Decision MakingApplies organizational policies. Selects from multiple procedures and methods to accomplish tasks. May interpret organizational policies and recommend exceptions. Has formal supervisory authority over work group (typically at least four to five employees) to include discipline, performance management, scheduling, training, etc. Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. Knowledge of: principles of supervision, training and performance evaluation; methods and techniques of business correspondence and technical report preparation; principles, practices and procedures of the City, police department and the various department operations and functions; vehicle for hire inspection criteria, local ordinances and law enforcement practices, policies and procedures as necessary in the completion of daily responsibilities; how to perform operations and comply with staff plans and objectives for the expedience and effectiveness of specific duties of the City; all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job; how to keep abreast of any changes in policy, methods, operations, equipment needs, etc. as they pertain to departmental operations and local law enforcement activities. Skill in: listening and communicating exceptionally to effectively convey information verbally and in writing; analytical thinking with demonstrated ability for identifying, scrutinizing, improving and streamlining complex work processes; building interpersonal relationships and relating to co-workers and inspiring others to participate; mitigating conflict with co-workers or other groups that affect the daily operations of Vehicle for Hire division. Ability to: supervise, organize and review the work of assigned staff involved in code enforcement; select, train and evaluate staff; recommend and implement goals, objectives, policies and procedures; physically operate a variety of job related machines and office equipment; compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics of data, people or things; read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures; produce reports with proper format, grammar and spelling; interact with people (i.e. staff, supervisors, general public and elected officials) beyond receiving instructions; perform under minimal stress when confronted with emergencies; implement long-term goals for the department in order to promote effectiveness and efficiency.Qualifications:Minimum Qualifications Education and Experience
- High school diploma or general equivalency diploma (GED).
- 2 years experience as a Vehicle for Hire Inspector and/or increasingly responsible experience in dealing with the public or performing inspections or related experience are required.
Preferred Education & ExperienceAssociates degree or two-year equivalent degree in law enforcement or public administration (equivalent professional experience may be considered for substitution for the required degree on an exception basis) and 3-5 years experience as a Vehicle for Hire Inspector is preferred.Licensures and CertificationsPosition would be expected to have licensure or professional certifications appropriate to the position.Required: Valid Georgia drivers licenseEssential Capabilities and Work EnvironmentRequired physical, lifting, and sensory capabilities are requirements to perform the job successfully.
