Job Summary:

The Project Environmental Manager is the primary contact for environmental permits, planning, performance, and compliance. This includes technical support and guidance on regulatory requirements and field activities to mitigate risk or harm to environmentally sensitive areas, resources, and communities. The position includes communication, training, interface with regulatory agencies, and data and document management. The overarching responsibility is the development and implementation of an environmental management and compliance program for a large-scale project.

Major Responsibilities:
  • Supervises the Project’s environmental program, in compliance with Bechtel’s ESH Management System, and contract and regulatory requirements.
  • Ensures that environmental requirements are integrated in planning documents, design criteria, work plans, schedules, training programs, and subcontract documents.
  • Works with other project-level functional leads (e.g., engineering, procurement, construction, commissioning) to integrate environmental aspects in their work activities.
  • Communicates with internal and external stakeholders on environmental requirements and actions, inclusive of project personnel, subcontractors, and regulatory agencies.
  • Identifies and oversees preparation and submittal of environmental permit applications, reviews and negotiates permit conditions with regulatory agencies, and tracks permit compliance and closeout.
  • Prepares a project-specific Environmental Management Plan and mitigation plans (e.g., Stormwater Pollution Prevention; Spill Prevention and Control, Waste Management, etc.)
  • Prepares and submits notifications and routine reports to regulatory agencies including reportable releases, chemical inventory reports, and waste reports.
  • Emphasizes and uses risk assessment, data analysis, and Bechtel’s ESH Management System to aid environmental performance, corrective actions, and technical guidance.
  • Participates in ESH emergency preparedness planning, and investigates and helps resolve environmental incidents.
  • Prepares and maintains required documentation and conducts inspections, monitoring, and sampling to assess site conditions and compliance with contractual commitments, laws and regulations, environmental permits, and Bechtel requirements.
  • Delivers training and awareness campaigns on environmental, sustainability, and regulatory compliance to the project’s workforce through various forums.
  • Supervises and guides assigned environmental personnel, and participates in safety and health components of the ESH program.
education and experience Requirements:

Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 8 -10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:
  • Prior experience with environmental regulatory requirements, impact assessment, and mitigation practices for large-scale projects.
  • Technical skills, work experience, and knowledge of various environmental sciences applicable to the engineering and construction industry.
  • Knowledge and experience with ISO 14001 Management System standards.
  • Knowledge and experience with environmental mitigation practices (e.g., habitat protection, waste management, stormwater and erosion control, cultural resources).
  • Knowledge and experience in environmental permitting and regulatory approvals.
  • Excellent verbal and written communication skills, including technical writing and data management.
  • Able to traverse and work outdoors under various weather and site conditions.
  • Experience managing environmental subcontractors or consultants.

This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.)
