IEM is seeking a Full-Time Environmental Specialist to join our team! The Environmental Specialist will support the City Revitalization Program funded through the Community Development Block Grant (CDBG) by assisting the Senior Environmental Lead in completing and maintaining environmental compliance requirements. This role focuses on environmental review documentation, coordination with regulatory agencies, and tracking mitigation measures to ensure revitalization projects comply with federal, state, and local environmental regulations.
Primary Location:
- Live within a commutable distance to Guaynabo, Puerto Rico
- Work will take place either in the field, in an office environment, or remote from a personal location and will depend on the need of the project.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Assist the Senior Environmental Lead in conducting Environmental Review Record (ERR) reviews in accordance with HUD regulations and 24 CFR Part 58.
* Prepare and compile SHPO consultation packages, including project descriptions, maps, photographs, and supporting documentation.
* Support the preparation of environmental re-evaluation forms for ongoing or modified revitalization projects.
* Track environmental mitigation measures and ensure compliance throughout project implementation.
* Maintain organized and accurate environmental files and documentation for CDBG-funded city revitalization activities.
* Coordinate with local, state, and federal agencies as needed to support environmental clearances and consultations.
* Assist with monitoring activities to ensure continued environmental compliance during construction and post-construction phases.
* Provide technical support related to environmental documentation for Requests for Release of Funds (RROF), as applicable.
Minimum Qualifications:
- experience: Two (2) years of experience supporting environmental reviews for federally funded programs, preferably CDBG-funded projects.
* Familiarity with NEPA and HUD environmental review processes.
* Degree: Bachelor’s degree in Environmental Science, Environmental Planning, Biology, Geography, Urban Planning, or a related field. - Bilingual: Fluent verbal and written communication skills in English and Spanish

- Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
- Remote Locations: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
