The Director will provide senior safety leadership, direction, oversight, and technical guidance to the RT Program projects and the construction Health and Safety Team for both subways and LRTs. The role provides senior level oversight and leadership to ensure that construction projects meet Metrolinx’s highest standards for safety and compliance and fosters a safety-first culture throughout the entire program and project lifecycle, including project initiation, planning and design, build, performance, and monitoring. This position reports to the Vice-President, Rapid Transit Program Delivery but will be working very closely with Project Delivery Teams and Metrolinx Corporate Safety Team.CPG’s workforce is made up of driven and dedicated professionals who care deeply about working together to deliver infrastructure and make a positive impact in our communities.   • Provide senior leadership in the development and execution of a strategy and supporting framework to achieve world-class construction safety on all transit and related projects.
  • Demonstrate exceptional knowledge and experience of planning and delivering of construction projects based on international good practice.
  • Support the development of construction safety standards, policies, procedures, processes, tools and is responsible for deployment of programs for RT transportation construction projects that meet or exceed regulatory requirements and industry standards in collaboration with Corporate Safety.
  • Support the development and oversees the implementation, compliance, and improvement of audit systems to evaluate the ongoing performance of safety management systems and health & safety programs against benchmarked standards and recommend long and short-term plans to bridge gaps as they arise.
  • Working closely with the project teams, provides subject matter expertise through the procurement process and reviews the planning of safety measures before the construction phase of a project begins. Assists with identifying potential hazards and developing strategies to minimize or eliminate them before construction activities begin.
  • Develop and own RT wide safety improvement plans and improvement items across the project life cycle and provide regular safety reports and recommendations for improvement.
  • Work closely with other Safety partners across the organization, third party contractors, and construction teams, to ensure that safety requirements are implemented and effectively managed and that safety is integrated into all phases of the project lifecycle.
  • Embed safety practices and culture transformation initiatives into the business by working closely with project teams, their Delivery Partners, contractors, stakeholders and counterparts in Corporate Safety including supporting the implementation of a new Safety Management System and a Safety Management Information System
  • Work closely with Corporate Safety to conduct Safety assessments, Audits and Deep Dive investigations and ensure corrective actions are implemented.
  • Work with Corporate Safety in the development of content for safety training programs for employees, contractors, and subcontractors, communicating effectively with stakeholders at all levels, and collaborating with regulatory agencies and industry groups.
  • Foster a safety-conscious culture among all project stakeholders (e.g. Project Delivery Teams (PDTs), contractors etc.). Act as a safety advocate and ensure that safety is integrated into every aspect of the project while overseeing the reporting on training metrics/performance statistics to identify trends/performance gaps.
  • Work collaboratively with all partners (e.g., Infrastructure Ontario) and external stakeholders (e.g., vendors/contractor organizations, City of Toronto, the TTC, etc) to influence and provide oversight to the establishment and fostering of cooperative/productive relationships to meet business objectives.
  • Liaise with external authorities, such as the Ministry of Labour, to provide program clarity and address compliance concerns where necessary.
  • Provide senior leadership and oversight in the establishment and management of key performance indicators (KPIs), trends and metrics to actively monitor safety through the project lifecycle and contractor performance, set safety standards, guide continuous improvement and inform executive decision-making.
  • Work closely with senior management to provide regular safety reports and recommendations for improvement. Follow up and track improvement items across the project life cycle. Direct safety assurance at the program level including auditing for adherence to safety programs, collecting and analyzing safety data, and monitoring regulatory compliance.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Safety Management, Occupational Health and Safety, Engineering, or a related field – or a combination of education, training, and experience deemed equivalent. Master of Safety or Masters of Business Administration (MBA) an asset.
  • Demonstrated progressive senior leadership/management experience in safety management for transportation construction projects.
  • Extensive experience in the safety requirements for heavy civil construction, underground facilities, construction within dense urban environments and tunnel construction.
  • One or more of the following designations is required: National Construction Safety Officer (NCSO), National Examination Board in Occupational Safety and Health (NEBOSH) International Certificate, Certified Canadian Registered Safety Professional (CRSP), Certified Fire Protection Specialist, Certified Industrial Hygienist, Construction Health and Safety Technician, Professional Engineer, Project Management Institute credentials
  • Proven ability to lead safety teams, manage complex safety programs, and influence safety culture.
  • Knowledge of design and construction for light rail, tunneling, underground stations, storage and maintenance facilities, operating systems and related works within dense urban environments.
  • Responsible to provide senior leadership in the development and execution of a strategy and framework to achieve world-class construction safety on all Rapid Transit and related projects
  • Support program level interfaces with key external stakeholders, such as municipalities and transit agencies, assisting the team in leading safety initiatives through all stages and phases of the program.
  • Direct and oversee the implementation and improvement of safety audit systems to evaluate the ongoing performance of project delivery teams and contractors, monitoring for compliance to safety standards and safety programs against benchmarks or targets, and recommend long and short-term plans to bridge gaps as they arise.
