DBHDS operates 12 facilities: 8 behavioral health facilities for adults, a training center, a psychiatric facility for children and adolescents, a medical center, and a center for behavioral rehabilitation. State facilities provide highly structured, intensive services for individuals with mental illness, intellectual disability, or need substance use disorder services. DBHDS is committed to a life of possibilities for all Virginians. This position will work at Southern Virginia Mental Health Institute, a 72-bed Joint Commission accredited State Mental Health Facility, located in Danville, VA.This dynamic opsition assumes responsibility for the cost-effective and timely procurement of adequate, high-quality goods and services for Southern Virginia Mental Health Insitute. This position acts as the facility’s contract officer, purchasing director, Small Purchase Charge Card (SPCC) program administrator, fixed assets coordinator, SWaM Champion, surplus property officer, and project manager as assigned. This position will have frequent contact with internal and external clients. This position supervises the warehouse related to receiving, storage and distribution of goods as well as the warehouse staff.This position requires:
Excellent organizational and clerical sills.
Proficiency using standard office software programs including Microsoft Office products to include Word, Excel, and Outlook and the internet as well as willingness to learn and navigate the Virginia Procurement Policies and procedures.Minimum QualificationsExtensive experience in warehouse and/or storeroom inventory control functions and practices.
Work experience in procurement and/or purchasing duties.
Excellent oral and written communication skills including spelling, grammar, punctuation, sentence structure, and vocabulary.
Commonwealth of Virginia driver’s license is required for this position and must remain active throughout employment.This position requires one of the following, which must be maintained throughout employment:
*Certification as a Virginia Contracting Officer (VCO), or
*Certification as a Virginia Contracting Associate (VCA) with the ability to attain certification as a Virginia Contracting Officer (VCO) within 12 months from hire date, or
*Ability to attain certification as a Virginia Contracting Associate (VCA) within 6 months from hire date and ability to attain certification as a Virginia Contracting Officer (VCO) within 18 months of hire date (upon successful certification of the VCA).Additional ConsiderationsExperience in the public procurement of goods and services.
Experience with the Virginia Public Procurement Act (VPPA).
A background and training in business.
