- Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work
- Plans, organizes, and directs the activities of 66 FSS/FSCA ensuring that the functional work area complies with legal and regulatory requirements and meets customer needs.
- Establishes policies and procedures for accomplishment of the local discipline, grievances, appeals, benefits, services, and performance appraisal programs.
- Represents the Labor Relations Office and the organization with a variety of installation and AFLCMC functional organizations. Establishes, develops, and maintains effective working relationships with Hanscom LCMC and serviced tenant organizations.
- Supports special project efforts such as VERA/VSIP, downsizing, reduction-in-force, labor management relations, modernization of advanced automated systems, etc.

- May be required to work overtime on an unscheduled or emergency basis.

1. Knowledge of federal personnel management functions, theories, and techniques. Knowledge of the basic relationships of the various personnel disciplines; knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to employee management, injury compensation and labor programs.
2. In-depth knowledge of legal research methods, information-gathering techniques, and analytical concepts sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Knowledge, skill and ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization of subordinates.
5. Ability to communicate effectively, both orally and in writing. Ability to identify and implement workable solutions to problems and questions pertaining to Section functions.
6. Knowledge and ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which arise due to delicate or highly contested case matters and determinations.EducationThis job does not have an education qualification requirement.
