CONTEXT 

Led by the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018, responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamaoua region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. Interventions include identifying key protection risks and conflicts between populations in order to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Mobile Team (EMPACT) established DRC’s program presence in the South West region in late 2018 to address the needs of forcibly displaced people in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in Meme and Fako Divisions, with an office in Buea. Programming focuses on rural and hard-to-reach areas to meet populations’ basic needs for food, shelter and NFI, while improving the protection environment and providing income-generating opportunities.  

GENERAL OBJECTIVE OF THE POSITION 

The Reporting & Communication Officer is responsible for working within the consortium coordination team composed of a Chief of Party, a MEAL Specialist, and a Finance & Compliance Specialist based in Yaoundé and a Coordination Specialist based in Bangui enabling the coordination of INGOs DRC, NRC, ACF and CARE (CMR and CAR) for the implementation of the ambitious SOLID program aimed at encouraging the implementation of participatory sustainable solutions to displacement situations in the border areas of Cameroon and CAR. This program funded by the European Union oversees the implementation of a consortium whose objective is to contribute directly to sustainable, diversified and localized solutions to displacement situations in Cameroon and CAR, based on community and local governance mechanisms sensitive to environmental protection and conflict.  

  • Under the supervision of the Chief of Party, the Reporting & Communication Officer is responsible for entering partner accounting into Dynamics, provides support on internal and external communication as well as on the quality and consistency of reporting within the program management unit of this 42-month initiative. To achieve this, the Reporting & Communication Officer must have the ability to monitor the program, measuring its overall results by working in synergy with the MEAL Specialist, the Finance team of the consortium unit and the partners. 
  • In this capacity, he/she participates in the preparation of quarterly and annual closings, monitoring of third-party accounts, and monitoring of the archiving of supporting documents and compliance with the rules and obligations of the EU Lessor and the Cameroonian legal framework. He/she participates in the preparation of budget monitoring, financial reports and cash requests at the consortium level under the supervision of the Chief of Party. 

RESPONSIBILITIES 

Reporting management  

  • Check the quality and consistency of reports to the lessor and/or activity reports 
  • Based on the feedback identified during the analysis of the reports received from partners, produce modules to address the major concerns encountered in the form of working sessions or training; 
  • Ensure the management and archiving of information on implementing partners in accordance with EU rules on the matter,  
  • Support the Chief of Party in monitoring the program on the ground 
  • Support for PMT monitoring in conjunction with the MEAL Specialist (Project Monitoring Tool) 
  • Actively participate in regular updates on activities and field visits in Cameroon and the Central African Republic, 
  • Compile and verify the quality and consistency of partner reports and archive them on SharePoint 
  • Support the Project Managers of consortium members in strengthening the capacities of CSO partners, especially in the reporting and communication area; 
  • Support the MEAL Specialist in all his/her capitalization responsibilities.  
  • Support capacity building for field teams and partners (activity reports, reports to the donor, etc.)  
  • Monitoring of the narrative and financial reporting schedule 

Communication management 

  • Review communication elements based on information provided by national and partner teams, in accordance with priorities defined with the Chief of Party. 
  • Ensure the proper implementation of the communication plan developed with the DUE and propose ideas and innovations on external communication. 
  • Manage and actively participate in project communication working group meetings. 
  • Manage report archives through the system, “SharePoint DRC External” 
  • Produce a quarterly “Newsletter” to communicate about the program. 
  • Manage the SOLID program’s X, Facebook and Instagram accounts. 

Support for compliance and treasury management  

  • Participates in the preparation of monthly budget monitoring (BFU) in collaboration with the finance manager and the support services manager; 
  • Participates in the preparation of donor financial reports (interim and final) and participates in the preparation of budgets for funding requests; 
  • The Reporting & Communication Officer will perform any other task required by the Chief of Party not described in these ToR but relating to his/her job.  

EXPERIENCE AND TECHNICAL SKILLS

  • Minimum 2 years experience in programmatic reporting 
  • Capacity building skills in donor compliance and reporting 
  • Mastery of the rules of key donors such as the European Union, ECHO, USAID (strong attention to detail for compliance and donor reporting) 
  • Excellent interpersonal, influencing and relationship building skills with a well-developed ability to motivate; 
  • Experience and mastery of program monitoring and evaluation tools  
  • Strong skills in report writing, financial and budget analysis 
  • Ability to adapt to changing priorities with a solutions-focused mindset 
  • Excellent computer skills (MS Office, Internet), advanced proficiency in Excel and communication and/or mapping software are required. 
  • Experience in cash management and monitoring for an international NGO is an asset; 

Education  : (including certificates, permits, etc.) 

  • University degree (bachelor’s or master’s degree) in international development/development studies, international relations, economics, political science/public affairs, business administration or management, or other relevant field is required; 
  • ERP work proficiency is an asset 
  • Languages  : Professional proficiency in French. Proficiency in English is an asset.
