GENERAL DESCRIPTION:

Under the direction of the Small Game Program Director, this position performs advanced (senior-level) administrative and supervisory program work. Serves as the principal point-of-contact in the Wildlife Division for the development and enhancement of habitat projects with partners across the State of Texas and concurrently serves as coordinator for the 5 multi-state/international agency Migratory Bird Habitat Joint Ventures (JVs), including serving on the management boards, as necessary. Serves as the administrative supervisor for the Oaks and Prairies JV jobshiringnearme.org Delivery Specialist. Leads development and implementation of plans for the five JVs resulting in various landscape-scale bird conservation efforts. Works closely with many partners, including, but not limited to, United States Fish and Wildlife Service, Ducks Unlimited, Natural Resources jobshiringnearme.org Service, Pheasants Forever, American Bird Conservancy, Audubon, and other Non-governmental Organizations (NGOs) to maximize conservation capital to target habitat restoration and enhancement on grassland, wetland, and forested ecosystems, especially on private lands. Engages in and oversees development of landscape level bird planning as a function of the JV process. Plans and implements various budgets and contracts to deliver bird conservation. Performs additional duties as required. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Qualifications

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Wildlife Management or closely related field.

Experience:

Five years of experience in Wildlife Management or Research.

Licensure:       

Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:

Experience:

Graduation from an accredited college or university with a MS or PhD in Wildlife Management or closely related field may substitute for up to two years of the required experience.

PREFERRED QUALIFICATIONS:

Education:      

Graduation from an accredited college or university with a MS or PhD in Wildlife Management or closely related field.

Experience:

  • Ten years experience in Wildlife Management or Research;
  • One year experience as a supervisor or team leader;
  • Experience in migratory bird management, conservation planning, especially connection to habitat Joint Ventures.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of avian physiology and ecology and habitat needs, conservation planning, wildlife management principles, especially habitat management techniques and practices, program and project planning, habitat management techniques, scientific methods and research design, population dynamics and biometrics;
  • Knowledge of state and federal migratory game bird regulations;
  • Knowledge and history of the North American Waterfowl Management Plan and Central Grasslands Roadmap;
  • Skill in using MS Word, Excel, Outlook, and Teams;
  • Skill in effective verbal and written communication;
  • Skill in negotiation and conflict resolution;
  • Skill in technical writing;
  • Skill in interpreting statues, budgets, proclamations, policies, procedures, statistics, and complex biological issues;
  • Skill in the application of marginal discipline or other agency techniques, laws, time management and programs and policies;
  • Skill in planning, assigning and/or supervising the work of others;
  • Skill in managing several projects simultaneously;
  • Ability to perceive and recognize problems and develop recommendations and implement solutions;
  • Ability to lead special projects;
  • Ability to work independently with little or no supervision;
  • Ability to work under stressful conditions;
  • Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;
  • Ability to provide clear and concise oral and written instructions;
  • Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

  • Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
  • Required to work overtime as necessary;
  • This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval.
  • Required to perform work outdoors, occasionally in adverse weather conditions and with heavy insect infestations;
  • Required to perform manual labor, including lifting supplies and materials up to 60 lbs.;
  • Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
  • Required to operate a State vehicle;
  • Required to travel 50% with overnight stays;
  • Must conform to TPWD dress and grooming standards, work rules and safety procedures;
  • Non-smoking environment in State buildings and vehicles.
