As a Natural Resource Specialist 2 – Ocean Sampling Assistant Project Leader in Newport, Oregon, you will assist the ocean sampling project leader in directing, coordinating and implementing the in-season collection of biological and fishery data for management of Oregon’s ocean sport fisheries (groundfish, salmon, halibut, and others) and commercial salmon fisheries. Duties include:
- Monitor ocean sport fisheries and commercial salmon fisheries, and estuary sport salmon fisheries
- Provide technical support for study design, statistical analysis and reporting of harvest activities
- Participate in hiring seasonal samplers and oversee in-season sampling progress to ensure sampling is following the sampling operational plan, and the data are valid
- Evaluate post-season sampling and program management
- Summarize/analyze ocean salmon fishery data
- Assist writing contract reports and other project documents
- Maintain familiarity with recreational and commercial fishing data and build relationships with ocean fishers to provide fishery information and relay public input on proposed regulations.

WORKING CONDITIONS
- Mostly in office doing data analysis, writing reports, and supporting samplers. Occasionally in field to conduct/observe sampling on docks and in fish processing plants along the coast.
- Outside work in inclement weather while conducting/observing sampling activities.
- Frequent one-on-one interaction with fishing industry and fishers.
- High degree of hands-on coordination with seasonal samplers, sampling crew leaders, commercial fishing industry, and the recreational fishing industry.
- Attend several department meetings yearly.
- May participate in at-sea research/management activities.
- This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day, and does not exceed forty (40) hours in a workweek. Work exceeding 40 hours per week requires prior approval by the supervisor.
WHAT WE ARE LOOKING FOR
Minimum Qualifications
Two years of biological experience performing studies, research, or resource management activities in a fish or wildlife program that included one year of at least two of the following: gathering data, analyzing data, or preparing reports, and a Bachelor’s degree in Fisheries or Wildlife Science, or a closely related Bachelor’s degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; or three additional years of biological experience performing studies, research, or resource management activities in a fish or wildlife program;
–OR-
One year biological experience performing studies, research, or resource management activities in a fish or wildlife program that included at least two of the following: gathering data, analyzing data, or preparing reports, and a Master’s degree Fisheries or Wildlife Science, or a closely related Master’s degree in biological/ecological sciences;
–OR-
A Doctorate degree in Fisheries or Wildlife Science, or a closely related Doctorate degree in biological/ecological sciences.
Applicants who have obtained a Master’s degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience.
The Master’s degree/Doctorate and applicable work experience will be considered separately, and both the education and applicable experience may count toward minimum qualifications.
Desired Attributes
- Experience working within a statistical fishery sampling program where recreational and/or commercial fishery estimates are generated.
- Experience conducting statistical analyses, and preparing tables and figures with complex datasets
- Experience working collaboratively with resource users, other public, and staff to develop and implement resource management goals.
- Experience writing progress reports, technical reports, and scientific publications
- Experience coordinating field logistics for monitoring projects including planning and directing activities of field staff.
- Experience leading a team of diverse participants to achieve shared goals.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
